Biography

Date of birth: 28.02. 1939
Place of birth: Sazonovka village of Aryk-Balyk (renamed later to Chistopolsky) region of Kokshetau oblast.
Place of residence: Almaty, Kazakhstan.

Dyusembayev Kakim Shayakhmetovich significantly contributed to development of audit and audit activity in the Republic of Kazakhstan.

From 1996 to 2008, Dyusembayev Kakim Shayakhmetovich combined the work at KazEU named after Turar Ryskulov with performance of director duties in “Aiaudit” audit organization, made a contribution in formation and development of audit in the Republic of Kazakhstan.

From 2007 to the present day, he is chief editor of “Financial management” magazine, published in Kazakh and Russian languages.

In 2002, he was awarded the academic title Professor on the specialty “Economics”. In 2001, by decision of HAC of the RK, he was awarded the academic degree Doctor of Economic Sciences.

In 2000, in KazGAU he defended one’s thesis for a doctor’s degree in economic sciences on the “Audit and analysis in the system of financial management: theory and methodology” across specialties 08.00.10 – “Finance, money circulation and credit” and 08.00.12 – “Accounting, audit, control and analysis economic activity”.

By Decree of the Board of the Chamber of Auditors No. 14 dated 2 February 1999, he was awarded by Sign “honorary Member of the Chamber of Auditors of the Republic of Kazakhstan” for merits in development of audit and audit activity in the Republic of Kazakhstan.

In 1994-1998, he was member of the Board of the Chamber of Auditors, Qualification commission for attestation of candidates to auditors in the Republic of Kazakhstan. In these years he published: “The theory of audit” textbook, “Audit and analysis of the financial statements” work-book and “Audit and analysis in system of financial management” monograph. He took direct part in preparation of independent auditors of the Republic of Kazakhstan as lecturer and examiner.

From 1993 to 2000, he worked as associate professor of department of accounting and audit, and from 2001 – professor of this department.

In connection with echoes of December events in Alma-Ata, he was relieved of position of dean of department, but he was soon (1989-1993) a chair of department of accounting and analysis of economic activity in industry.

By decision of executive committee of the Alma-Ata City Congress of People’s Deputies dated 16 August 1989, he was awarded medal “Veteran of work” for longstanding conscientious work on behalf of the Presidium of the Supreme Soviet of the USSR. In this year, for longstanding fruitful work in system of public education and active participation in public life, he was awarded honorary certificate of the Ministry of Public Education of the Kazakh SSR. In these years, he continued to do active propagandistic work, for what he was awarded Table medal by Alma-Ata regional committee of party.

In 1983-1987, he held position of dean of department of accounting and economics of AINE. In the performance of dean duties he conciliated faculty and studentship of department, showed large organizational skills, implemented self governance in dormitory, revived independent work of students, their cultural leisure and sport life. Department always took medal places in multifarious activities of university, and his dean was awarded four honorary certificates of rectorate, party committee and trade union committee of AINE for conscientious and fruitful work in preparation of specialists, high achievements in socialist competition of collective, active scientific work and public activity.

In 1979, for active participation in propaganda of Marxism-Leninism theory among soviet specialists in Mongolian People’s Republic (MPR), good work, active participation in public life and strengthening Soviet-Mongolian friendship, he was awarded honorary certificates by party committee and trade union committee under the Embassy of the USSR in MPR.

The Great People’s Khural of Mongolia awarded him medal “Nairamdal” (Friendship), and high trade union body of MPR – award pin of sixth five-year shock worker. For fruitful scientific, studies and pedagogical work, honorary certificates of rectorate and trade-union committee of Mongolian State University are handed out in collective of university.

For successful work on propaganda of achievement of soviet high school abroad in 1977, he was awarded honorary Certificate of the Ministry of Higher and Specialized Secondary Education of the USSR, and for performance indicators, he was awarded honorary certificate of party committee and trade union committee under the Embassy of USSR in MPR.

In 1975-1979, in the direction of the Ministry of Education of the USSR he worked in Mongolian State University as lecturer-consultant on accounting and analysis of economic activity. As true patriot of own native land, he did big educational, propagandistic and pedagogical work with total efficiency here, he conducted academic studies with senior students on the high principled and methodical level and gave lectures to lecturers of economic and trade-economic departments of university. In service of party committee of the Embassy of the USSR in MPR he performed before soviet and Mongolian audiences with lectures on the different themes, in particular on topical issues of economic politics of CPSU, about friendship of soviet and Mongolian people, about Soviet Kazakhstan, about life, nature and traditions of Mongolian people and others, took direct part in different research and practice and methodical conferences. He was member of party bureau and chairman of local committee of group of soviet specialists working at universities of MPR, head of seminar of propagandists on line of political education, member of school-wide and chairman of class parents committees in high school No. 8, destined for children of soviet specialists.

In 1972-1975, he took active part in public work. He was member of party bureau of department, gave lectures in different audiences, cities of country on the lines of the Republic community «Knowledge», worked as propagandist of Marxism-Leninism and politics of CPSU in Alma-Ata.

In 1971, he was awarded the academic title of Associate Professor by the Higher Attestation Commission of the USSR.

In 1966, under the scientific supervision of Professor M.Y. Butin, Dyusembayev Kakim Shayakhmetovich defended Candidate’s dissertation.

In connection of formation Alma-Ata Institute of National Economy based on the department of economics of university he continued to postgraduate at new university, graduated from this university in 1964.

In direction of Ministry of Higher and Specialized Secondary Education of the Kazakh SSR he worked in AINE as lecturer of department of accounting and analysis of economic activity.

In 1961, graduating from KazSU named after S.M.Kirov with distinction, he was enrolled in postgraduate studies by recommendation of academic council of department of economics, where he studied in 1961-1962.

In 1956, after graduating from Takhrabrod high school of Aryk-Balyk region, he entered into department of economics of Kazakh State University named after S.M. Kirov. It was period when party and government inducted youth to acquire economic knowledge. Choosing specialty “Accounting”, he took learning seriously, quickly joined the student environment, was appointed elder of I course (stream), elected member of comsomol bureau, actively took part in amateur art activities and sport events of department. He listened to lectures and acquired an education from professors such as S.A. Neitshtadt, I.M. Brover, T.Shch. Shaukenbayev, M.Y. Butin, D.K. Kabdiyev and others.

For years of educational research activity, he published 118 scientific works with size more than 270,3 p.s., including 1 textbook, 5 work-books, 8 monographs and brochures. And then 12 scientific-methodical works with size of 17,4 p.s. were published.

Dyusembayev Kakim Shayakhmetovich was permanent member of dissertation council for defense of candidate’s dissertations, and now is member of dissertation council D 14.45.10 for the defense of doctoral dissertations and deputy chairman of this Council.

Under his scientific supervision, 13 Candidate’s dissertations are defended, including two foreign candidates’ dissertations (from MPR and Syria).

He often delivered the report on international, All-Union and republican research and practice and methodical conferences, meetings and forums.

Faculty, students, friends and relatives love and respect him as highly-skilled professional, intelligent teacher, true friend, good-hearted, responsive and honest man.
