New vectors of Electrical industry remained still, as it were on the periphery of the national industrial policy. However, the rapid economic development of the center and the regions of the country caused a rapid increase in energy consumption, which resulted in a number of acute problems. What are the state and prospects of the electrical industry - on these topics, our correspondent talks with Director General of «Kentau Transformer Plant» JSC Sergazy Nurtazaevich Kuntuarov.
- Sergazy Nurtazaevich in the country today, the most acute problem of a large energy deficit, which is accompanied by a deterioration of critical systems and equipment. What is your opinion?
- Yes, the forecast is really disappointing: the available resources are exhausted, and the level of energy consumption is rising from year to year. According to experts, by 2008 in Kazakhstan this figure will reach 74-75 billion kW / h to 2010 - 84 billion kW / h, and by 2015 - 101 billion kilowatt / hours. Among the leading concerns of the South-Kazakhstan region: energy consumption has increased over the past five years by 57 percent. The technical component of the electric power are morally and physically obsolete: the wear of the active part of the fund has reached 60-65 percent. According to experts, upgrading networks and transformers, repair and replacement of equipment at the stations being unacceptably slow and clearly inadequate. Already, this leads to an increase in accidents and reduce the reliability of power supply that is aggravated by excessive power loading and insufficient reserve power generating facilities and substations. So the situation is very serious and calls for radical solutions.
- How do you think are effective measures taken by the Government in power?
- We all know that power and wealth of a nation consist in introducing advanced technology efforts of highly skilled engineers. To do this requires more attention to the manufacturing industry, the actual production. Need to fundamentally change the relationship and create domestic producers as temporary greenhouses and preferential terms, in the form of preferential loans, preferential tax breaks and exemptions from VAT on all imports of machinery and equipment that we have not made. This will provide an opportunity to get up, strengthen, and thus be competitive tomorrow, on the eve of joining the WTO. This will benefit and the state - will be organized more efficiently than production, so, consequently, more tax revenue will be less than the unemployed.
The dynamics and strategy of development of the industry aimed at ensuring energy independence and energy security. This is understandable: after all, to further sustainable economic growth necessary to create a reliable power base. The February address to the people of Kazakhstan Head of State instructed the end of the year to develop a package of measures to build capacity of existing power plants, construction of new generating capacities and optimizing the conductive network. These steps will ensure that the growing energy needs of the regions. For further development of electricity developed action plan for the development of power sector in 2007-2015, according to which the planned new facilities and the priority to be reconstruction, modernization and expansion. Of course, you need to support and encourage the introduction of innovative resource-saving technologies in energy intensive industries, to make the transition from extensive to intensive energy use, change the mindset of people in the household sector. All of these measures and attention to the industry as a whole, of course, will give us, to domestic producers of electrical equipment of optimism, the desire to find new vectors of development, the desire to contribute to the strengthening of the energy power of the state.
- Kentau transformer plant - the only domestic company Electric Machine profile. What changes occur in the workplace, what are the prospects for its development?
- Yes, JSC "KTZ" - the only company in the Republic of the industry, but it does not mean that we are a monopoly, or working out of the competition. We, like other producers, are going through tough competition and is mainly from Russia, Ukraine, Belarus and European countries, especially China. So sweet is not necessary. Basically, all these difficulties are the lack of industry knowledge base. In fact, the transformer is a knowledge-intensive production. For example, to create a new transformer factory can find the funds borrowed from banks to buy technological equipment and to construct the necessary buildings, facilities. But to understand the designs and technologies can not everyone is an electrical engineer. At present, the plant successfully and rapidly evolving. Given the density and stiffness of the competition, the company is being accelerated and comprehensive modernization of production, improved strategic management, corporate culture increases. And most importantly, we managed to get rid of the old Soviet-era loosening of the equipment and get it replaced by the latest high-tech equipment of European countries. As part of the company «Alageum group», our factory has become the leader in the industry and contributes to the qualitative changes in the domestic electrical machine. Over the years we have managed to raise ten times the volume of production, mastering and release hundreds of items in demand and export electrical products. One of the first in the CIS, we have developed and mastered the serial production of dry-type transformers with cast resin insulation and "Nomex". Enterprise companies have become, essentially, the introduction of an innovative platform of new and advanced.
- The media in the New Year's days, it was reported a breakthrough project that will be implemented on the basis of your company. From what he related?
- 49 years, the factory produces cars of medium voltage of 6-10 kV. Production equipment voltage of 35, 110, 220, 500 kV, one almost worked, so we have a number of years carefully studying the market capacity of electrical equipment of high voltage. Was carried out serious preparatory work for the development of the project "Production of power transformers and substations Block 35-500kV." This project will get its real embodiment in the city of Turkestan - agreed with the local executive, who accepted the creation of a new venture with great enthusiasm. Products will be manufactured under the brand «YASSY TRANSFORMER». This is a very serious and master Megamachine this production we will not be so easy. We understand this very well and we know that by and large have to think about the future of their country's industrial development and energy security, to make Kazakhstan from raw material suppliers to the country's most high-tech.
- Construction of a factory is not easy. But perhaps the problem is much harder training, because this kind of production will be the first time in Turkestan.
- To build a factory, buy equipment, many do not mind. But the build process chain, raise skills and compete in the market, not everyone can, so many avoid the production. In the republic, and it must be admitted, there is an acute shortage of highly qualified professionals in the energy sector, and in the field of transformer they did not. In Soviet times, the only scientific basis was All-Union Institute of transformer transformer in Zaporozhye, but this time, the institute works for the good of Ukraine. In order to prepare the engineering building, we are agitating year of high school graduates and promote their entry into the energy education. We all know that the basis for economic growth in all developed countries are high technology and the dominant role it plays an engineering capacity. However, we believe that the future prosperity, welfare and economic growth of our country for engineers - designers and technologists. Given that the generators and transformers are the heart of the electrical industry and that the production is concentrated in Kentau and, potentially, in Turkestan, we appealed to the Government a proposal to open them on the basis of the Nice Classification. Yassaui Faculty of electricity and has at its base to create a powerful research institute and the power transformer. This will solve many problems of labor surplus in the region to supplement the budget, job creation, communication, production and science, will help local young people to master a challenging and exciting engineering profession.

- This winter was a serious test for Kentau, in which the issues of heat, water and electricity are most acute. How successfully do you think, are these problems solved?
- I must say, this year there have been advances in heating - has earned the local CHP. All the powers of city government was thrown out in order to provide citizens with warmth.
