The need in effective, stable business development with minimum expenses is one of the main reasons why organizations and companies create GR infrastructure.
Transformation from small to mid-sized business in Kazakhstan conditions is possible only with the help of certain business skills, methods and practice in effective cooperation with government and/or government representatives.
Operation of any big business is generally built on direct or indirect cooperation with government departments or other departments witch are directly depend (technical or resource affiliation) on government agencies. For example such as: autonomous sectorial organizations, local authorities, legislation departments etc.
Tools in business stimulations are:
- Participation of businesses in public tenders which are established by government agencies or by any other departments affiliated with government.
- Organization of fund tools and their derivations, which are created in the process of government programs initiations and realization of stimulating government policies in certain sectors and areas.
- Reconstruction of business responsibilities, which is based on certain government programs and policies.
- Organization (lightening or thickening) of standard regulatory areas, such as administrative and tax pressure on businesses, and also influence on business development forecast in certain branches of economics.
- Creation of productive international cooperation climate.
- Business awareness of external interventions. For example: after meeting with strong international competitors some of the manufacturing sectors has asked government for trade rules and policies as a form of government protection.
Complicity of government rules and regulations determine most of the business activity aspects. Annually government issues about thousand pages of new rules and regulations with particular directions on what businesses can or can not do.
Different approaches in organization of GR activity structure.
GR possibilities create constant search of new directions in business development
There are several GR approaches in Kazakhstan:
- Spontaneous
- Fungible GR benchmarking or environmental GR benchmarking
- GR management as one the parts of project management
Spontaneous approach can be characterized as approach with total absence of pattern. In this case GR communications are built only to accommodate particular problem or public tender.
Relationships are based on "gratitude", "reject" or "countertrade" methods.
Fungible GR benchmarking or Environmental GR benchmarking
This method is based on certain rules and traditions, relationships inside the family and between friends on the level of as called “tateshek”,”agashek” ,”brothers” and “sisters” etc ., as a result this approach is most of the time long-term and more successful. All the parties of such cooperation are not just trying to use each other, but to produce and to maintain stable relationships, benefiting from their strong alliance.
Disadvantage of such approach is in its narrow social group.
GR management as one the parts of project management.
Using this approach business abilities and possibilities are not limited by any relative or other small social groups.
Using such approach, business itself manages results and relations, which are produced by such cooperation. Strict discipline and certain level of professional skills, including constant self education, GR technologies education and total performance of GR business processes can referred as “negative” side of such approach. Companies don’t just benefit from any GR development investments, but also have advantages in public tenders and markets campaigns.
