Prinbekov Marat Usenovich. The keys to crisis// The Vecherniy Almaty. No.34, Saturday. March 21, 2009.

A meeting of ideological group was held in Almaly region at which one of the year’s key documents was discussed, i.e. the Message of the president of the country Nursultan Abishevich Nazarbaev to the people of Kazakhstan titled «Through the crisis to the renovation and development».

The meeting was attended by the representatives of industrial companies, SMEs, medical establishments, education and culture organizations, heads of Consumer condominium and veterans of the region.

The director of Philosophy institute of National Academy of Science of Kazakhstan academy member Abdymalik Nysanbaev and deputy chairman of regional branch of National Democratic Party «Nur Otan» Alexander Bratenkov presented analysis of the main directions of the Message to the gathered audience.

The address of the head of the country to the citizens in this most difficult period for the whole world defines acute and contemporary objectives on counteraction against global economic crisis, as was stated by the performers.

The president urged the people of Kazakhstan not to stop at the achieved, but to go further and carry out the new plan of the further modernization of economy for provision of post-crisis development of the country.

Deputy mayors of Almaly region Nadejda Yakovleva and Manaphan Kanseitov talked about realization of measures оn support of vulnerbale levels of population, assistance and aid, as well as creation of working places. These and many other tasks in the region are being resolved consequently in the framework of the region’s own anti-crisis program.

Making conclusions out of the meeting the mayor of Almaly region Prinbekov Marat pointed that there is a plan of anti-crisis measures being carried out step by step in the region in unison with the President’s Message. And this is all about specific actions.

Almost by twice has increased the number of public purchases. By this measure the officials of the region strive to provide opportunity to the biggest possible number of companies to earn and provide work to their employees. However, he also expressed regret about entrepreneurs that slowly get familiar with contemporary electronic form of purchase of services, as among the lots there are a lot of services which can well be supplied by the local business. Because of inactivity of our businessmen all these are carried away by businessmen from other regions.

- But I would like to assure that in any case the priority will be given to companies of Almaly region, to those who are registered here, - Marat Prinbekov pointed. – And I will tell you why. As the mayor of the region, I think that the budget money which is apportioned for realization of tender projects should return to the local budget, including that of the region.

The matter with street cleaners still needs attention. The number of them has increased but still there is a shortage, we need twice as many people. Therefore, the sanitary condition of the region leaves much to be desired.

I do not advise the sanitary services of condominium and law-enforcement bodies to hope for a moratorium, Prinbekov stated – in this regard there will be no moratorium. Cleanliness and tidiness must be everywhere notwithstanding the territory ownership.

The situation in the construction and development sector has not affected the unemployment figures much. The main part of workers in this sector in Almaly region constitutes residents of other regions of the country as well as from neighboring countries.

Since the beginning of the year 320 people registered as unemployed, of which 120 people have been already employed. There are plans on increasing the number of working places in wellbeing sector in order to provide opportunity for the greatest number of workable citizens to survive at this non-easy time.

-We need to admit that the «Golden century» has come to an end, - Prinbekov pointed. – There will be no return to the past. All of us have to adapt to the work in new conditions. The Message clearly states that we shouldn’t wait for the best time, but concentrate at joint work in all directions. And all of you sitting in the hall should explain in simple words the essence of the main priorities of the Message to your employees and people you meet, and to make clear to every resident the mechanism of the Message’s realization.
